Dr. Natalie Halloran is the Founder, CEO, and Lead Consultant at TillHall Enterprise. With more than two decades of executive experience in organizational leadership, human resources, and program improvement, she has led initiatives across state, division, and school-level organizations.
Her previous roles include Chief Human Resources Officer, Assistant Superintendent of Human Resources and Federal Programs, and ESEA Lead Coordinator at the Virginia Department of Education, where she contributed to the statewide implementation of the Every Student Succeeds Act (ESSA).
Dr. Halloran holds an Ed.D. in Organizational Leadership from Nova Southeastern University, an Ed.S. in Administration and Supervision from the University of Virginia, an M.S. in Foundations of Education from Troy University, and a B.A. in Journalism from Norfolk State University. She is also certified as a Maxwell Leadership Coach, Speaker, and Trainer, as well as a Mental Health First Aid instructor.
Through TillHall Enterprise, Dr. Halloran incorporates workplace wellness and well-being principles into leadership and organizational consulting. Her work focuses on supporting resilient workplace cultures, effective leadership practices, and sustainable organizational performance. She has presented at national and regional conferences and is the author of Leadership in Action, a guide focused on strengthening leadership influence and supporting measurable organizational improvement.
